ISSUES OF COMPLIANCE WITH CHEMICAL AND BIOLOGICAL WEAPONS CONVENTIONS

Abstract

This article considers modern chemical terrorism to be one of the specific and new methods for resolving political contradictions. The acts of chemical terrorism or its threat can be used deliberately as a coercive instrument of foreign policy in the Middle East. Chemical terrorism can be used as an excuse for the open aggression against other nations and for sending regular military forces into the territory of other sovereign states. The article shows that the destabilization of the situation in the Syrian Arab Republic is caused by the financial support of the so­called «moderate opposition», by the imposition of economic sanctions against the state institutions and also by the false accusations of chemical attacks. The article presents certain facts and evidence from different reliable sources, that allow to suggest the possibility of cooperation of foreign intelligence agencies with the armed groups that were committing chemical terrorist acts. The special expert group from the Troops of Radiological, Chemical and Biological Defence of the Russian Federation has been formed for the confirmation of the alleged acts of chemical terrorism. The article presents the results of the work of this expert group that have been accepted by the Organization for the Prohibition of Chemical Weapons (OPCW).

Abstract

The article is dedicated to the study on the antidote activity of zinc ascorbate (С6Н8О4Zn) in acute mercury lesions. Biologically active zinc-containing substance – zinc ascorbate – is synthesized. It is determined that in case of acute mercury lesions the survival rates are much higher (from 10 to 67 %) for those experimental animals, which preliminarily have been treated with the therapeutic doses of zinc ascorbate, and their peripheral blood parameters (the percentage of dead leukocytes, the content of toxic granules in leukocytes, sulfhydryl groups in leukocytes and free sulfhydryl groups in blood serum) are close to the physiological norm. These data show that zync salt of ascorbic acid definitely can protect from toxic effects of mercury and can be used as a prophylactic antidote in case of the subsequent acute mercury lesion.

Abstract

The identification of causative agents of dangerous infectious diseases of bacterial origin is one of the main tasks of the biological protection of troops and the civilian population of the Russian Federation. This article is dedicated to the problem of the development of immunoenzyme monoclonal test system for detection of tularemia, glanders, melioidosis and anthrax agents. In order to achieve the above-mentioned goal, the hybridomas-producers of monoclonal antibodies to antigenic determinants of pathogens of tularemia, glanders, melioidosis and anthrax have been prepared. The pairs of monoclonal antibodies, the application of which in the composition of sensitin and immunoperoxidase conjugate provide maximum sensivity and specificity of enzyme immunoassay test, have been selected and the immunoenzyme monoclonal test systems for detection of tularemia, glanders, melioidosis and anthrax agents have been developed based on the above mentioned monoclonal antibodies. These developed test-systems can help to identify the pathogens of dangerous infectious diseases in microbial cultures, in probes taken from sick and dead people and animals and from environmental probes.

Abstract

The article is dedicated to the problems of further improvement of the Russian means of individual and collective protection and to the ways of their solution. Thus, in order to reduce the weight of the facial parts of advanced indigenous masks of respiratory protective equipment, as well as for the improvement of their appearance, it is necessary to procure from abroad or to master independently the technologies of the production of chlorobutyl rubber and volcanics. It is necessary also to acquire from abroad or to learn how to produce indigenously the special rubber processing equipment. The output of modern materials for the production of flexible facial parts, panoramic glasses and spectacles (masks) for respiratory protective equipment is impossible without the procurement from abroad or mastering independently the technologies of the synthesis of optically transparent polyurethane. The further improvement of catalysts and sorbents used in canisters for filter respirators is impossible without the development of technologies of the production of fine pored catalysts and sorbents on their basis, as well as without the recovery of indigenous base for the production of sorbents and active charcoals. The output of modern filtrating materials depends completely on the development of technologies and the equipment for the production of special laminated board and other technologies of the production of multilayered filtering materials. The development of advanced means of skin protection requires the mastering by the Russian manufacturers of technologies of obtaining of microporous, air-permeable carbonfilled material of high quality and with reinforced physical and mechanical properties. In order to produce the lightweight isolating means of skin protection is it necessary to master technologies of the production of multilayered and armor-clad membranes with high protective and physical and mechanical properties. The problems of the development and the production of the materials for the means of collective protection are the same as for the personal respiratory protective equipment.
